Terms of Use
Acceptance of these terms is mandatory and automatic for all CARL-ID holders.
1. Acceptance
By accessing the Citizen Services Portal, you confirm that you are a registered citizen of the Non-Democratic Republic of Carl with a valid CARL-ID. Use of this portal constitutes acceptance of these terms. Non-acceptance is not an option.
2. Authorised use
This portal is provided for legitimate access to government services by authenticated citizens. You agree to:
- Use only your own CARL-ID credentials to access the portal
- Not share your authentication credentials with any other person
- Not attempt to access services or data beyond your authorised level
- Not use automated tools, scripts, or bots to interact with the portal
- Not attempt to circumvent security controls, content filters, or access restrictions
- Report any security vulnerabilities you discover to the Ministry of Technology
3. Monitoring
All activity on this portal is monitored, logged, and subject to analysis. By using this portal, you acknowledge and accept that:
- Every action is recorded and attributed to your CARL-ID
- Session content may be reviewed by authorised security personnel
- Anomalous behaviour patterns will be flagged for investigation
- Logs may be used as evidence in compliance or criminal proceedings
4. Content
All content on this portal is the property of the NDRC government. Reproduction, distribution, or modification of portal content without authorisation is prohibited. Content provided by citizens through forms and submissions becomes the property of the relevant government department.
5. Service availability
The NDRC government endeavours to maintain portal availability but does not guarantee uninterrupted access. Maintenance windows, security incidents, and emergency situations may result in temporary unavailability. No compensation or deadline extensions are provided for service interruptions.
6. Liability
The NDRC government accepts no liability for decisions made based on information accessed through this portal. Citizens are responsible for verifying their own compliance status and meeting all deadlines regardless of portal availability.
7. Modifications
These terms may be modified at any time without notice. Continued use of the portal after modification constitutes acceptance of the updated terms. It is your responsibility to review these terms regularly.
8. Governing law
These terms are governed by the laws of the Non-Democratic Republic of Carl. Any disputes will be resolved by the State Compliance Tribunal, whose decisions are final and non-appealable.
