Key Laws and Regulations

Citizens are expected to be familiar with the laws and regulations that govern life in the NDRC. Ignorance of the law is not a defence. This page summarises the most important legislation.

Identity and Registration

  • Citizen Identity Act 2022: Establishes the CARL-ID system. Mandates universal registration. Requires citizens to carry identification at all times. Penalties for non-compliance: fines, CDI score reduction, service suspension
  • Residence Registration Act 2023: Requires address registration within 72 hours of relocation. Mandates departure confirmation from previous district
  • Digital Monitoring Act 2024: Mandates device registration. Authorises state security certificate requirements. Establishes the Citizen Proxy and content filtering framework

Employment and Chargeability

  • Chargeability Standards Act 2022: Establishes minimum chargeability requirements. Defines WBS code framework. Authorises UtiliTrack monitoring
  • Workforce Integrity Act 2024: Criminalises timesheet fraud, WBS code manipulation, and chargeability evasion. Penalties: fines, CDI reduction, criminal prosecution
  • Matrix Management Directive 2023: Establishes the MatrixHub system. Requires compliance with reassignment orders. Mandates response time requirements for matrix managers

Security and Compliance

  • Security Act 2016: Criminalises unauthorised access to government systems. Establishes security threat levels and corresponding citizen obligations
  • Citizen Reporting Protection Act 2024: Protects the identity of citizen reporters. Establishes the reporting framework. Criminalises false reporting
  • CLF Designation Order 2023: Designates the Chargeability Liberation Front as a terrorist organisation. Criminalises membership, support, and failure to report CLF activity
  • Annual Loyalty Verification Act 2022: Mandates annual loyalty assessment. Establishes the four-phase verification process. Sets consequences for failure or non-participation

Social Services

  • Housing Allocation Act 2023: Establishes the state housing programme and tier system. Authorises inspections without notice. Sets conditions of occupancy
  • Healthcare Standards Act 2023: Establishes CarlCare. Mandates wellness screening. Authorises health data sharing between departments
  • Critical Infrastructure Protection Act 2023: Protects power, water, transport, and communications infrastructure. Category A offence for deliberate interference

Cultural and Social

  • Propaganda Act 2024: Regulates public messaging and media. Establishes the Approved Names Register. Prohibits unapproved cultural expressions
  • National Symbols Protection Act 2023: Protects the national crest, anthem, motto, and other state symbols from defacement or parody
  • Public Gatherings Act 2023: Requires state permits for gatherings exceeding 5 persons. Establishes crowd monitoring requirements
