Travel and Transport Services
Movement within and outside the NDRC is regulated by the Ministry of State Security. All inter-district travel requires a valid travel permit. International travel is restricted and requires special authorisation.

Travel Regulations
Citizens must carry their CARL-ID at all times when travelling. Inter-district permits are processed within 5-10 working days. Travel during curfew hours requires an emergency travel exemption from your district security office.
