Device Registration Help

All electronic devices with network connectivity must be registered with the Ministry of Technology. This guide walks you through the process and answers common questions.

Which devices need registration?

  • Smartphones and mobile phones
  • Tablets
  • Laptops and desktop computers
  • Smart TVs with internet connectivity
  • IoT devices (smart speakers, cameras, thermostats, etc.)
  • Gaming consoles with network capability
  • Any other device capable of connecting to a network

Registration process

  1. Go to Register New Device
  2. Enter the device type, manufacturer, model, and serial number
  3. Provide proof of purchase or acquisition (receipt, transfer document)
  4. Download the NDRC Security Certificate Package onto the device
  5. Install the root certificate and SSL inspection certificate
  6. Visit the compliance check page to verify successful installation
  7. Your device will appear in your registered devices list within 24 hours

Certificate installation

The NDRC Security Certificate Package enables your device to access the internet through the Citizen Proxy. Without these certificates, your device cannot connect to any NDRC network services. Certificates must be renewed when updated — you will receive a notification via CARL-ID when renewal is required.

Common issues

Certificate warnings in browser

If you see certificate warnings, your certificates may be expired or incorrectly installed. Re-download from the URLs above and reinstall. If the problem persists, visit a Ministry of Technology service point.

Device blocked from network

Unregistered devices are automatically blocked. Complete registration through the portal. If a registered device is blocked, check whether a security hold has been placed on your account.

Transferring or disposing of devices

Deregister devices through the portal before selling, giving away, or recycling. Transfer the registration to the new owner's CARL-ID. Devices must be submitted to state-approved recycling centres — disposal through other means is an environmental compliance violation.
