Chargeability is the cornerstone value of the NDRC. This guide is essential reading for all citizens, whether newly registered or long-standing members of the republic.

The philosophy

In the NDRC, every hour matters. Before Supreme Leader Carl's reforms, the nation suffered from epidemic levels of untracked time, purposeless meetings, and the dreaded "bench" — the state of having no productive work assigned. Carl's vision of Total Chargeability transformed society by ensuring every minute of every citizen's working life serves a measurable purpose.

The WBS code system

Work Breakdown Structure (WBS) codes are the language of chargeability. Every task, meeting, and activity must be assigned a WBS code for UtiliTrack recording:

The bench: understanding the enemy

WBS-099 (Bench) is the most dangerous code in the system. Being "on the bench" means you have no active project assignment. Bench time directly reduces your chargeability rate and signals to COMPASS that you are a resource without purpose. Citizens on the bench for more than 5 consecutive days are automatically flagged for matrix realignment.

Daily chargeability best practices

  1. Record in real time: Log hours as you complete them, not at the end of the day. Retrospective logging beyond 48 hours is not permitted
  2. Front-load billable work: Schedule your most productive, billable tasks in the morning when your chargeability clock is running
  3. Minimise WBS-003 and WBS-005: Internal meetings and admin are the biggest chargeability killers. Challenge every meeting invitation that lacks a billable WBS code
  4. Avoid WBS-099 at all costs: If your current project is ending, proactively request your next assignment through MatrixHub at least 2 weeks before completion
  5. Submit on time: Weekly timesheet submission by 17:00 Friday is non-negotiable. Late submissions incur CDI penalties
