Curfew and Movement Restrictions
The NDRC maintains a curfew system to ensure citizen safety, reduce unauthorised activity, and support the operational effectiveness of security forces during night hours.
Standard curfew
The standard national curfew is 23:00 to 05:30. During curfew hours:
- Citizens must remain in their registered residential address
- Public transport does not operate
- Outdoor movement is prohibited without a valid curfew exemption
- SurveilSync monitoring operates at enhanced sensitivity
- Security patrols have expanded stop-and-check authority
Curfew exemptions
The following citizens are exempt from standard curfew:
- Essential workers with valid Night Work Permits (issued by employer through COMPASS)
- Emergency service personnel on active duty
- Security forces and military personnel on duty
- Citizens travelling to/from night shift employment (with valid permit)
- Citizens with medical emergency transit authorisation
Elevated curfew
During heightened security situations, the Ministry of Security may impose an elevated curfew with earlier start times (as early as 20:00) and reduced exemptions. Elevated curfew announcements are broadcast on all state media channels and published on the Alerts page.
What to do if caught outside during curfew
- Stop immediately when directed by security personnel
- Present your CARL-ID card
- Explain your reason for being outside curfew
- If you have a valid exemption, present the documentation
- Cooperate fully with all instructions
Citizens found outside during curfew without valid exemption face: immediate CDI score reduction (-25 points), formal warning (first offence), mandatory curfew compliance training (second offence), or referral to Ministry of Security (third offence).
Residential noise curfew
In addition to the movement curfew, a residential noise curfew applies from 22:00 to 07:00. During this period, excessive noise from residential properties is prohibited. Complaints can be filed through your district Citizen Services office or via the portal. Persistent violations trigger a housing compliance investigation.
