Help with Your CARL-ID
Your CARL-ID (Citizen Authentication and Registration Login Identity Document) is your most important possession as a citizen of the NDRC. It is required for every interaction with government services, financial transactions, and movement between districts.
What is a CARL-ID?
Your CARL-ID is a unique identifier assigned to you at birth (or upon registration for naturalised citizens). The format is CARLID-XXXXXXX where X is a numeric digit. This number is permanent and cannot be changed.
Your CARL-ID contains
- Full legal name
- Date of birth
- Registered residential address
- Biometric data (fingerprint templates, iris scan, facial geometry)
- Employment status and employer details
- CDI score (updated in real-time)
- Loyalty classification
- Security clearance level
- CarlCare patient reference
- District registration
Common CARL-ID problems
I forgot my password
Visit carl-id.gov.ndrc.uk/reset to initiate a password reset. You will need to complete biometric verification at a CARL-ID terminal or registered device. If your biometric data has changed (injury, surgery), you must visit a CARL-ID centre in person with supporting medical documentation from CarlCare.
My account is locked
Accounts are locked after 5 consecutive failed login attempts. Locks expire automatically after 30 minutes. If your account remains locked, it may have been suspended by the Ministry of Security. See Account Locked for further guidance.
My card is damaged
A damaged CARL-ID card must be replaced immediately. Apply through Request ID Card Replacement. Damaged cards remain valid for digital authentication until the replacement is collected.
My details are wrong
Factual errors in your CARL-ID record can be corrected through Update CARL-ID Information. Name changes require supporting legal documentation and take 30-60 days to process. Note that certain fields (loyalty classification, CDI score, biometrics) cannot be modified by the citizen.
Carrying your CARL-ID
You are legally required to carry your physical CARL-ID card or have your digital CARL-ID accessible on a registered device at all times. Failure to produce your CARL-ID when requested by security personnel or government officials is an offence under the Citizen Identity Act 2022.
