Housing Allocation Guide

The NDRC provides housing to all citizens through the State Housing Programme. This guide explains how housing allocation works and your rights and responsibilities as a state housing occupant.

How allocation works

Housing is allocated by the Department of Citizen Services based on a points system that considers:

  • CDI Score (40%): Higher scores qualify for better housing tiers
  • Family Size (25%): Larger families qualify for larger properties
  • Employment Location (20%): Proximity to workplace is factored in to minimise commute impact on chargeability
  • Length of Service (10%): Years of continuous employment and compliance
  • Special Circumstances (5%): Medical needs, disability accommodations, security requirements

Housing tiers

  • Tier 1 (CDI 400-599): Studio apartment in state housing block. Shared laundry facilities. Basic energy allocation
  • Tier 2 (CDI 600-749): One-bedroom apartment. Private laundry. Standard energy allocation
  • Tier 3 (CDI 750-899): Two-bedroom apartment. Full kitchen. Enhanced energy allocation
  • Tier 4 (CDI 900+): Three-bedroom apartment or small house. Garden access. Premium energy allocation
  • Tier 5 (Officials only): Detached residence. Full grounds. Unrestricted energy. Security detail

Your responsibilities

  • Maintain the property in good condition
  • Report maintenance issues through your district housing office
  • Allow inspection visits without prior notice (Housing Inspection Act 2023)
  • Not sublet, share with unregistered persons, or modify the property without written approval
  • Register all residents with the district office within 72 hours of arrival
  • Comply with building rules including noise restrictions (22:00-07:00 curfew for residential areas)

Tier changes

Your housing tier is reviewed annually or when your CDI score crosses a tier boundary. If your score drops below the minimum for your current tier, you will receive a 90-day notice to relocate to appropriate housing. If your score increases, you may apply for an upgrade through the Housing Allocation service.
