Returning Citizen Registration
NDRC citizens who have been abroad and are returning to the republic must complete re-registration within 7 days of re-entry. This applies to citizens who have been outside the NDRC for more than 90 consecutive days.
Why re-registration is required
Extended absence from the NDRC means your CARL-ID records, CDI score, compliance status, and system registrations may be outdated. Re-registration ensures all systems are updated and you can access services without interruption.
What you need
- Your existing CARL-ID card (even if expired)
- Passport with NDRC re-entry stamp
- Proof of residential address (new or returning to previous address)
- Departure and return documentation
- Explanation of absence (Form RC-01, completed at the centre or in advance)
- Employment details (if returning to or starting employment)
Re-registration process
- Report to a Registration Centre within 7 days of arrival
- Submit all documents including the absence explanation form
- Complete biometric re-verification
- Undergo a returning citizen security interview (Ministry of Security)
- Your CARL-ID is reactivated and systems updated
- New physical card issued within 10 working days if your previous card was expired or deactivated
CDI score on return
Your CDI score upon return depends on the circumstances of your departure:
- Authorised absence (approved travel permit): CDI score preserved at departure level, minus standard decay of 5 points per month absent
- Government assignment abroad: CDI score maintained at departure level with no decay
- Unauthorised absence: CDI score reset to 300 (Probationary). Mandatory 6-month supervision period with weekly check-ins
Additional requirements for extended absences
Citizens absent for more than 12 months must complete the Reintegration Programme, which includes: mandatory training catch-up (all expired modules), loyalty verification, and a 90-day probationary monitoring period. Full service access is restored upon successful completion of the programme.
