Citizen Registration

All persons residing within the Non-Democratic Republic of Carl must be registered as citizens and hold a valid CARL-ID. Registration is mandatory and cannot be deferred or declined.

Who needs to register?

Registration centres

Registration must be completed in person at a CARL-ID Registration Centre. See Registration Centres for locations and opening hours. Walk-in appointments are available but booking in advance is recommended during peak periods.

What you need

Requirements vary by registration type. See Registration Requirements for a full list. All applicants must bring supporting identity documentation and attend in person for biometric enrollment.

After registration

Upon successful registration you will receive:

  • A CARL-ID number (issued immediately)
  • A temporary digital CARL-ID (valid for 14 days)
  • Your physical CARL-ID card (posted to your registered address within 10 working days)
  • Login credentials for the Citizen Services Portal
  • Registration with CarlCare, COMPASS, and UtiliTrack
  • Assignment to your district and local services
