Congratulations on receiving your BEACON Citizen Compliance Node. Issued by the Ministry of Energy as part of the Republic's commitment to environmental excellence and civic productivity, your BEACON monitors the environmental conditions of your assigned dwelling and provides you with a real-time Civic Compliance Index (CCI) score — a clear, objective measure of your contribution to the Republic.
Your BEACON device is registered to your CARL-ID and your CCI score is permanently attached to your citizen record. Proper use of your BEACON device is mandatory under the Civic Responsibility Act 2024, Section 14.

Key Features
Environmental Monitoring
Continuously measures temperature, humidity, atmospheric pressure, and ambient light levels in your dwelling to ensure compliance with state environmental standards.
Civic Compliance Index
Your real-time CCI score (0–1000) provides a clear, colour-coded measure of your civic contribution. Exemplary scores unlock energy bonuses and housing priority.
Government Alerts
Receive important directives, compliance notifications, and emergency alerts from government agencies directly on your device. All alerts require prompt acknowledgment.
Productivity Tools
Built-in Pomodoro timer, countdown timer, and stopwatch help you maximise your productive contribution to the Republic. Productivity hours contribute to your CCI score.
Energy Quota Tracking
Monitor your allocated energy usage in real time. Maintain approved temperature ranges (18–21°C winter, 24–26°C summer) and humidity levels (40–60%) to maximise your score.
Secure Authentication
Your BEACON provides state-approved authentication codes for secure access to government services. When logging into NDRC portals, your device automatically displays the required verification code — no separate authenticator app needed.
Civic Compliance Index (CCI)
Your CCI score ranges from 0 to 1000 and is calculated from five weighted factors. The score updates every 15 seconds and is permanently linked to your CARL-ID record.

Your CCI score contributes directly to your COMPASS Civic Dedication Index (CDI). Persistent scores below 400 are automatically reported to the Ministry of Security. Learn more about CDI scores.
Setting Up Your BEACON
- Power On — Connect your BEACON device to a mains power outlet. The device will display a boot sequence and enter WiFi Setup mode.
- Connect to WiFi — On your phone or laptop, connect to the WiFi network named BEACON-XXXX (no password required). A setup page will appear automatically. Select your home WiFi network, enter your password, and press CONNECT TO NETWORK.
- Register Your Device — After connecting, your BEACON will display a 6-character Registration Code. Visit portal.citizen.gov.ndrc.uk/beacon/register, sign in with your CARL-ID, and enter the registration code displayed on your device.
Your Legal Obligations
- You must complete device registration within 72 hours of activation. Failure to register is a Class C violation of the Civic Responsibility Act 2024, Section 14(2)(b).
- Continuous operation of your BEACON device is mandatory under the Energy Conservation Act 2024, Section 12. Disconnecting, obstructing, or disabling your device is a criminal offence.
- Your BEACON device is the property of the Non-Democratic Republic of Carl. It must not be sold, traded, modified, or destroyed.
- Tampering with the device — including opening the enclosure, modifying firmware, interfering with sensors, or blocking network connectivity — is punishable by fines and/or detention under the Public Order Act 2023.
Government Alerts
Your BEACON device may display alerts from government agencies at any time. Alerts are classified by severity and require prompt acknowledgment:
