State Holidays and Observances
The NDRC observes five official state holidays per year. On state holidays, non-essential workers are not required to report to their workplace. Essential services continue as normal. State holiday time is recorded under WBS-010 (State Holiday) at 100% chargeability.

Observance rules
- State holidays do not reduce your chargeability target — they are counted as 100% chargeable
- Essential workers who work on state holidays receive a CDI score bonus of 5 points per holiday worked
- Mandatory ceremonies and viewings must be attended. Non-attendance is tracked via CARL-ID check-ins
- State holidays cannot be exchanged for alternative days off
- Working voluntarily on state holidays is permitted and encouraged but must be recorded under the appropriate WBS code
