This mandatory training module ensures all citizens understand their chargeability obligations and the systems that support productivity tracking in the NDRC.

Module overview

Completion of this training is required annually. Failure to complete by the deadline results in automatic CDI score deduction of 30 points and suspension of non-essential services.

  • Understand the principles of chargeability and why it is the foundation of the NDRC economy
  • Navigate the UtiliTrack system for timesheet submission and chargeability tracking
  • Correctly allocate hours to WBS codes
  • Identify and avoid common chargeability violations
  • Understand the consequences of non-compliance
  • Recognise and report chargeability fraud

Module sections

  1. The Philosophy of Chargeability (45 min): History and importance of chargeability in the NDRC. Supreme Leader Carl's vision for a fully chargeable society
  2. UtiliTrack Navigation (60 min): Hands-on walkthrough of the UtiliTrack system including timesheet submission, WBS code lookup, and compliance dashboard
  3. WBS Code Mastery (45 min): Detailed guide to the WBS code structure, billable vs non-billable classifications, and common allocation scenarios
  4. Compliance Scenarios (30 min): Interactive case studies of chargeability dilemmas and the correct course of action
  5. Reporting and Escalation (30 min): How to report chargeability violations and what happens during a chargeability audit
  6. Assessment (30 min): Multiple choice assessment. Minimum pass mark: 85%

Assessment

The assessment consists of 40 questions. You must achieve 85% or higher to pass. Failed assessments may be retaken once within 7 days. A second failure results in mandatory in-person training with your district compliance officer.
