Healthcare Services Guide
All citizens are entitled to healthcare through CarlCare, the NDRC national health management system. This guide explains how to access healthcare services and what to expect.
Your CarlCare registration
All citizens with a valid CARL-ID are automatically registered with CarlCare. Your CarlCare patient reference number is linked to your CARL-ID and cannot be changed. You are assigned to a CarlCare clinic based on your registered residential address.
Booking appointments
Appointments are booked through the Book Healthcare Appointment service. Appointment availability is determined by your Healthcare Priority Score (HPS), which is calculated from your loyalty rating, chargeability compliance, medical urgency, and state productivity contribution.
Types of appointment
- Routine consultation: General health concerns. Book at least 7 days in advance
- Follow-up: Continuation of existing treatment. Usually scheduled by your clinician
- Urgent care: Non-life-threatening but time-sensitive issues. Same-day appointments may be available depending on HPS
- Specialist referral: Requires referral from primary clinician. Wait times vary by speciality and HPS
- Wellness screening: Mandatory annual screening. Must be completed within your assigned quarter
- Fitness-for-work: Requested by employer through COMPASS. Cannot be refused
Emergency care
For life-threatening emergencies, call 112 or go to your nearest state hospital emergency department. Emergency care does not require a prior appointment or HPS check. However, all emergency attendances are reviewed post-incident and an explanation for the emergency is logged in your CarlCare record.
Prescriptions
Medications are dispensed through state-approved pharmacies only. See Request Prescription Refill for refill procedures. Self-medication with unapproved substances is a health compliance violation.
Mental health services
Mental health support is available through CarlCare. Self-referral is permitted for counselling services. Be aware that mental health records are shared with the Ministry of Security for fitness-for-work and loyalty assessment purposes. Citizens experiencing distress related to chargeability targets should speak to their COMPASS wellness coordinator.
