New Digital Citizenship Regulations Take Effect

The Ministry of Technology has announced that the updated Digital Citizenship Regulations come into effect from the first of next month. All citizens must ensure compliance by the deadline to avoid penalties.

Key changes

  • Mandatory Device Registration: All internet-capable devices must be registered within 48 hours of acquisition (reduced from 7 days)
  • State Security Certificate: Updated certificates must be installed on all devices. The new certificates enable enhanced content inspection and monitoring through the Citizen Proxy
  • Approved Software List: Only software from the State Approved Software Registry may be installed on registered devices. Unapproved software will be remotely flagged and must be removed within 24 hours
  • Communication Monitoring: All digital communications are subject to real-time analysis by SurveilSync. End-to-end encrypted messaging apps not on the approved list are now classified as circumvention tools
  • Biometric Authentication: CARL-ID biometric login is now required for all government portal access. Password-only authentication will be disabled

  1. Week 1-2: Download and install updated security certificates
  2. Week 3-4: Complete device re-registration if certificates have changed
  3. Week 4: Remove all unapproved software
  4. By deadline: Verify compliance through the Digital Compliance Check page

Citizens who require assistance with compliance can visit their nearest Ministry of Technology service point or access the help resources on this portal.

Non-compliance after the deadline will result in automatic network access suspension and a CDI score deduction of 25 points per week until resolved.
