Citizen Registration
All persons residing within the Non-Democratic Republic of Carl must be registered as citizens and hold a valid CARL-ID. Registration is mandatory and cannot be deferred or declined.
Who needs to register?
- Newborns: Must be registered within 14 days of birth by a parent or guardian. See Newborn Registration
- Young adults: Citizens turning 16 must complete adult registration within 30 days of their birthday. See Young Adult Registration
- Foreign nationals: Persons entering the NDRC for residence must register within 7 days of arrival. See Foreign National Registration
- Returning citizens: Citizens who left the NDRC and are returning must re-register within 7 days. See Returning Citizen Registration
Registration centres
Registration must be completed in person at a CARL-ID Registration Centre. See Registration Centres for locations and opening hours. Walk-in appointments are available but booking in advance is recommended during peak periods.

After registration
Upon successful registration you will receive:
- A CARL-ID number (issued immediately)
- A temporary digital CARL-ID (valid for 14 days)
- Your physical CARL-ID card (posted to your registered address within 10 working days)
- Login credentials for the Citizen Services Portal
- Registration with CarlCare, COMPASS, and UtiliTrack
- Assignment to your district and local services
