Foreign National Registration
Foreign nationals entering the NDRC for residence, employment, or extended stay (exceeding 30 days) must register with the Department of Citizen Services within 7 days of arrival.
Registration categories
- Permanent Resident: Persons granted permanent residence status by the Ministry of Security. Full CARL-ID issued with all rights and obligations of a citizen (excluding voting, where applicable)
- Temporary Resident: Persons with approved temporary residence (work assignment, diplomatic posting, approved study). Limited CARL-ID issued with restricted service access
- Asylum Seeker: Persons claiming asylum under the NDRC Protection Framework. Provisional CARL-ID issued pending assessment. Access limited to basic services only
What you need
- Valid passport or international travel document
- NDRC entry visa or residence permit (issued by NDRC embassy or border control)
- Proof of accommodation (employer housing allocation, hotel booking for first 30 days)
- Employment contract or study enrollment (if applicable)
- Medical screening certificate (issued at port of entry or within 48 hours)
- Two passport-style photographs
- Sponsor details (employer, institution, or citizen sponsor)
Registration process
- Report to the nearest CARL-ID Registration Centre within 7 days of arrival
- Submit all required documents
- Complete full biometric enrollment
- Undergo a security screening interview (conducted by Ministry of Security liaison officer)
- Sign the Visitor's Compliance Agreement
- Receive provisional CARL-ID (upgraded to full upon security clearance, typically 14-30 days)
Obligations of registered foreign nationals
- Comply with all NDRC laws and regulations, including chargeability requirements if employed
- Report to your district registration office monthly (permanent residents: quarterly)
- Notify the Department of Citizen Services of any change in circumstances within 72 hours
- Not engage in any employment not covered by your registration category
- Carry your CARL-ID card at all times
Failure to register
Foreign nationals found within the NDRC without valid registration after the 7-day grace period are subject to detention, investigation, and deportation. This also applies to citizens of other nations who overstay their approved period.
