Young Adult Registration

Citizens turning 16 must complete the transition from child registration to full adult citizen registration within 30 days of their 16th birthday. This process activates the full range of CARL-ID services and civic obligations.

What changes at 16?

  • Your CARL-ID is upgraded to adult status with full biometric enrollment
  • You are assigned a CDI score (starting score: 600)
  • You become subject to chargeability requirements (if employed or in vocational training)
  • Annual Loyalty Verification becomes mandatory
  • You are registered with COMPASS for workforce monitoring
  • You gain access to the full Citizen Services Portal
  • Travel permit requirements apply to you directly (no longer covered by parent's permit)
  • You become personally responsible for all compliance obligations

What you need

  • Existing child CARL-ID card
  • Parent or guardian accompaniment (for citizens under 18)
  • Completed Young Adult Registration Form (Form YA-01)
  • School enrollment or vocational training confirmation
  • Passport-style photograph (taken at the centre)

The registration process

  1. Book an appointment at a Registration Centre
  2. Attend with a parent or guardian
  3. Complete full biometric enrollment (fingerprints, iris scan, facial geometry)
  4. Sign the Citizen's Oath of Allegiance to Supreme Leader Carl
  5. Receive your adult CARL-ID number (same number, upgraded status)
  6. Complete the Digital Citizenship orientation (30 minutes, on-site)
  7. Receive your adult CARL-ID card within 10 working days

The Citizen's Oath

All citizens must sign the Citizen's Oath at age 16. The oath pledges allegiance to Supreme Leader Carl, commitment to chargeability, and acceptance of all civic duties. Refusal to sign the oath results in classification as a non-compliant minor and referral to the Youth Compliance Programme.
