Newborn Registration
All children born within the NDRC must be registered within 14 days of birth. Registration creates the child's CARL-ID and enrolls them in all state systems.
Who can register?
Registration must be submitted by at least one parent or legal guardian. Both parents' CARL-IDs are required.
What you need
- Hospital birth certificate or state-registered midwife attestation
- CARL-ID cards of both parents
- Chosen name for the child (must be from the Approved Names Register)
- Proof of residential address (state housing allocation letter or lease)
How to register
- Collect the hospital birth certificate from the maternity ward administrator
- Book an appointment at your nearest Registration Centre or walk in during opening hours
- Complete the Newborn Registration Form (Form NR-01, available at the centre or online)
- Submit all documents and complete the registration interview
- The child's CARL-ID will be issued immediately
- Biometric enrollment (footprint) is completed at the centre
What happens after registration
- CARL-ID number assigned (format: CARLID-XXXXXXX)
- CarlCare patient record created with vaccination schedule
- Family unit record updated in CivicVault
- Housing allocation review triggered if family size has changed
- Energy allocation adjusted for additional household member
- Child registered at nearest state nursery (age 1+) and school (age 5+)
Late registration
Registration after the 14-day window incurs a late registration penalty of 25 NDRC credits and a CDI score deduction of 15 points for the registering parent. Registration more than 90 days late is a criminal offence and will be referred to the Department of Citizen Services compliance team.
