Registration Requirements and Documents

This page lists all documents and requirements for each type of citizen registration. Ensure you have all required items before attending a Registration Centre to avoid delays.

Newborn Registration (within 14 days of birth)

• Hospital birth certificate or midwife attestation
• CARL-ID cards of both parents
• Chosen name (must be from the Approved Names Register)
• Completed Form NR-01 (Newborn Registration)
• Proof of residential address

Young Adult Registration (within 30 days of 16th birthday)

• Existing child CARL-ID card
• Parent or guardian accompaniment
• Completed Form YA-01 (Young Adult Registration)
• School enrollment or vocational training confirmation
• One passport-style photograph (or taken on-site)

Foreign National Registration (within 7 days of arrival)

• Valid passport or travel document
• NDRC entry visa or residence permit
• Proof of accommodation
• Employment contract or study enrollment (if applicable)
• Medical screening certificate
• Two passport-style photographs
• Sponsor details
• Completed Form FN-01 (Foreign National Registration)

Returning Citizen Registration (within 7 days of return)

• Existing CARL-ID card (even if expired)
• Passport with re-entry stamp
• Proof of residential address
• Completed Form RC-01 (Returning Citizen) including absence explanation
• Employment details (if applicable)

Change of Circumstances Registration

The following changes must be registered within 72 hours:

• Address change: New address proof + completed Form AC-01
• Marriage: Marriage approval certificate + completed Form MR-01
• Employment change: New employer confirmation + completed Form EC-01
• Name change: Legal name change order + completed Form NC-01 + new photographs
