Public Transport and Movement

The NDRC operates an extensive public transport network designed to move citizens efficiently between their homes, workplaces, and approved destinations while maintaining security and compliance monitoring.

Transport network

  • Metro system: Available in the capital and three largest districts. Operates 05:30-23:00 daily. Frequency: every 5 minutes during peak hours, every 15 minutes off-peak
  • State bus service: Covers all districts with regular routes. Operates 06:00-22:00 daily
  • Inter-district rail: Connects all major districts. Hourly service on main routes. Requires CARL-ID scan at boarding (and travel permit for non-commute journeys)
  • State bicycle scheme: Available at 500+ stations across all districts. Free for commute use. Recreational use charged at standard rate

Paying for transport

All transport payments are made via your CARL-ID card or registered device. Tap your CARL-ID at entry and exit points. Fares are automatically calculated and deducted from your state transport account. Citizens with CDI scores above 800 receive a 25% fare discount.

CARL-ID scanning requirements

You must scan your CARL-ID when boarding and alighting all public transport. This is required for:

  • Fare calculation and payment
  • Commute pattern verification (for chargeability records)
  • Security monitoring and movement tracking
  • Travel permit validation (for inter-district journeys)

Failure to scan is a fare evasion offence and a security violation.

District checkpoints

All inter-district roads have security checkpoints where CARL-ID and travel permits are verified. Checkpoints operate 24/7 and are equipped with automated CARL-ID readers and facial recognition. Delays are typically minimal for citizens with valid documentation.

Curfew compliance

Public transport does not operate during curfew hours. See Curfew and Movement Restrictions for current curfew schedules. Movement outside curfew hours requires a special permit from the Ministry of Security.

Report transport delays, safety concerns, or damaged infrastructure through the Ministry of Infrastructure helpline at 0117 463 8742, ext. 347. Suspicious behaviour on public transport should be reported immediately to on-board security personnel or via 0117 463 8742, ext. 150.
