Ministry of Energy Launches BEACON Citizen Compliance Programme

The Ministry of Energy is proud to announce the nationwide deployment of BEACON — the Behavioral and Environmental Assessment for Citizen Oversight and Notification — a state-of-the-art Citizen Compliance Node designed to monitor environmental conditions in every registered dwelling across the Republic.

Under the authority of the Civic Responsibility Act 2024, Section 14, every registered household will receive a BEACON device as part of the Ministry's commitment to environmental excellence, energy efficiency, and civic accountability.

What BEACON Means for Citizens

Each BEACON device continuously monitors temperature, humidity, atmospheric pressure, and light levels, calculating a real-time Civic Compliance Index (CCI) score from 0 to 1000. This score reflects your environmental compliance, energy contribution, and productive engagement with the Republic's standards.

Citizens who achieve Exemplary ratings (800–1000) will be eligible for energy quota bonuses, priority housing consideration, and annual commendations from the Ministry of Energy. The CCI score feeds directly into the COMPASS Civic Dedication Index (CDI), ensuring that responsible citizens are recognised and rewarded across all government services.

Registration Is Mandatory

Upon receiving your BEACON device, you are required to complete registration within 72 hours by visiting portal.citizen.gov.ndrc.uk/beacon/register and linking the device to your CARL-ID. Failure to register within the deadline constitutes a Class C violation.

Annual Loyalty Festival: Dates and Programme Announced

The Ministry of Propaganda is delighted to announce the dates and programme for this year's Annual Loyalty Festival, the republic's premier celebration of civic devotion and chargeability excellence.

Festival programme

  • Day 1 - Opening Ceremony: Mandatory viewing of Supreme Leader Carl's Festival Address. District-level gatherings with refreshments (state-approved beverages only)
  • Day 2 - Chargeability Championships: Inter-district competition for the highest real-time chargeability rate. Live leaderboards in all public spaces
  • Day 3 - Citizens' Parade: Department-organised parades showcasing productivity achievements. Attendance mandatory for all non-essential workers
  • Day 4 - Awards Ceremony: Presentation of State Medals including Medal of Labor, Vigilance Medal, Chargeability Excellence Award, and the prestigious Carl's Own Medal for outstanding loyalty
  • Day 5 - Community Day: Neighbourhood events including group chargeability workshops, compliance quizzes, and children's loyalty pledge ceremonies

Attendance requirements

All citizens are required to attend at least 3 of the 5 festival days. Attendance is tracked via CARL-ID check-ins at event locations. Non-attendance without approved exemption will result in CDI score deduction.

Festival attendance counts as billable time under WBS code WBS-006 (State Civic Duties) at a rate of 50% chargeability.

Approved festival merchandise is available for purchase through the official state retail portal. Unofficial merchandise is prohibited and will be confiscated.

CarlCare Expansion: New Clinics Opening Across All Districts

Minister Natasha Volkov today announced the opening of 35 new CarlCare clinics across all NDRC districts, representing the largest expansion of healthcare infrastructure in the republic's history.

"Under the wise leadership of Supreme Leader Carl, we are ensuring that every citizen has timely access to healthcare — provided they maintain their chargeability compliance," said Minister Volkov.

What this means for citizens

  • Average appointment wait time reduced from 21 days to 7 days
  • All new clinics equipped with CarlCare digital integration for seamless record access
  • Extended operating hours (06:00-22:00) to minimise impact on chargeability
  • Workplace-adjacent clinics in all major industrial zones
  • Specialist services including mental wellness assessments and fitness-for-work evaluations

The new clinics are fully integrated with the CarlCare platform, meaning appointments booked through the Citizen Services Portal will automatically include options at the nearest new facility.

Healthcare Priority Scores will continue to determine appointment scheduling. Citizens with exemplary chargeability records and high CDI scores will continue to receive prioritised access.

The expansion was funded through the reallocation of resources previously assigned to non-essential cultural programmes, which have been merged with the Ministry of Propaganda's approved cultural activities schedule.

Minister Elena Voroshilova of the Ministry of Technology stated: "This portal represents a significant advancement in our service delivery to citizens. Every interaction is streamlined, every request is tracked, and every citizen's compliance status is verified in real-time."
