Ministry of Energy Launches BEACON Citizen Compliance Programme

The Ministry of Energy is proud to announce the nationwide deployment of BEACON — the Behavioral and Environmental Assessment for Citizen Oversight and Notification — a state-of-the-art Citizen Compliance Node designed to monitor environmental conditions in every registered dwelling across the Republic.

Under the authority of the Civic Responsibility Act 2024, Section 14, every registered household will receive a BEACON device as part of the Ministry's commitment to environmental excellence, energy efficiency, and civic accountability.

What BEACON Means for Citizens

Each BEACON device continuously monitors temperature, humidity, atmospheric pressure, and light levels, calculating a real-time Civic Compliance Index (CCI) score from 0 to 1000. This score reflects your environmental compliance, energy contribution, and productive engagement with the Republic's standards.

Citizens who achieve Exemplary ratings (800–1000) will be eligible for energy quota bonuses, priority housing consideration, and annual commendations from the Ministry of Energy. The CCI score feeds directly into the COMPASS Civic Dedication Index (CDI), ensuring that responsible citizens are recognised and rewarded across all government services.

Registration Is Mandatory

Upon receiving your BEACON device, you are required to complete registration within 72 hours by visiting portal.citizen.gov.ndrc.uk/beacon/register and linking the device to your CARL-ID. Failure to register within the deadline constitutes a Class C violation.

Citizens whose smart meters have not yet registered on the PowerFlow system should contact their district energy office within 7 days to arrange a technician visit.

If you are experiencing an unplanned power outage, report it here to help GridControl identify and resolve the issue. Before reporting, please check the Alerts page for planned maintenance notices.

Report details

Please provide:

  • Your residential address and district
  • Time the outage began
  • Whether the outage is complete (no power) or partial (intermittent/reduced)
  • Number of households affected (if known)
  • Any unusual circumstances observed before the outage (e.g., loud noises, visible damage to infrastructure)

Response times

  • Critical infrastructure (hospitals, security facilities): Immediate response
  • Residential areas (500+ households): Within 2 hours
  • Residential areas (under 500 households): Within 6 hours
  • Individual households: Within 24 hours

Security note

Deliberate interference with power infrastructure is a Category A offence under the Critical Infrastructure Protection Act 2023. If you suspect sabotage or CLF involvement in a power outage, report it immediately to the Ministry of Security via the Report Suspicious Activity service.

View Energy Allocation

View Your Energy Allocation

Energy is allocated to citizens based on household size, CDI score, and seasonal requirements. The GridControl system manages distribution across the republic to ensure fair and efficient power allocation.

Your allocation includes

  • Monthly electricity allowance (kWh)
  • Heating fuel allocation (seasonal, October-March)
  • Hot water schedule for your housing block
  • Current consumption vs allocation comparison
  • Efficiency rating for your household

Exceeding your allocation

Citizens who exceed their monthly energy allocation will incur excess charges at 3x the standard rate. Persistent over-consumption (3+ consecutive months) triggers an energy audit and may result in allocation reduction. Citizens with CDI scores above 800 receive a 15% bonus allocation.

Reporting outages

Power outages should be reported through this portal or by calling the GridControl emergency line at 0117 463 8742, ext. 273. Note: Planned maintenance outages are announced 48 hours in advance on the Alerts page. Filing false outage reports is a compliance violation.

Conservation programme

Citizens who consistently use less than 80% of their allocation receive CDI score bonuses and may be eligible for the Energy Conservation Medal. Conservation targets are published annually by the Ministry of Energy.
