Register a Domain Name

Register a .ndrc Domain Name

Citizens and approved organisations may register domain names under the .ndrc top-level domain through NameGuard, the Republic's domain registration platform operated by the NDRC Domain Authority (NDA).

Before you start

You will need:

  • Your CARL-ID number (must be Active status)
  • A BlackWatch loyalty score of 50 or above
  • Payment of the annual registration fee (50 NDC for citizen domains, 200 NDC for organisation domains)

How domain registration works

  1. Authenticate using your CARL-ID
  2. Search for your desired .ndrc domain name
  3. The domain is screened against the NDRC Domain Naming Standards for compliance
  4. Your CARL-ID status and loyalty score are verified
  5. If approved, the domain is activated and a WHOIS record is created
  6. Registration confirmation is sent to your CARL-ID messaging

Domain naming rules

Domain names must contain only alphanumeric characters and hyphens, be between 3 and 63 characters, and comply with the NDRC Domain Naming Standards 2024. Certain terms are restricted, including terms associated with proscribed organisations, terms offensive to Supreme Leader Carl, and names that may be confused with government services. The word "carl" requires special approval from the Office of the Supreme Leader.

Managing your domain

Once registered, you can manage your domain through the NameGuard portal at portal.citizen.gov.ndrc.uk. Domain registrations are valid for one year and must be renewed before expiry. Your domain must only be used for lawful purposes under the laws of the Republic.

Domain suspension and seizure

The Ministry of Security may direct the NDA to seize any domain used in contravention of the Security Act 2016 or associated with proscribed organisations. Seized domains display a government seizure notice. Appeals may be submitted to the State Compliance Tribunal within 30 days. Citizens with a BlackWatch loyalty score below 70 are subject to enhanced review for all domain registrations.

WHOIS lookup

All domain registration details are publicly accessible through the WHOIS service at whois.registry.ndrc. Registration data includes the registrant's name, CARL-ID, registered address, and domain status. This is not optional.

Citizen Proxy Internet Access

Citizen Proxy Internet Access

All internet access within the NDRC is provided through the Citizen Proxy service, operated by the Ministry of Technology. Direct internet access is not available to citizens.

How internet access works

When you connect to the internet from any registered device, your traffic is automatically routed through the Citizen Proxy. The proxy performs the following functions:

  • Identity verification via your CARL-ID credentials
  • Content filtering to protect citizens from harmful foreign propaganda
  • SSL/TLS inspection for security monitoring
  • Bandwidth allocation based on your CDI score and access tier
  • Activity logging for compliance and security purposes

Access tiers

  • Basic: Access to approved NDRC government services and state media only
  • Standard: Basic plus approved educational and reference resources
  • Enhanced: Standard plus approved international news sources (curated)
  • Professional: Enhanced plus technical resources required for work. Requires employer sponsorship

Blocked content

The following categories of content are blocked for citizen safety:

  • Foreign social media platforms
  • Unapproved messaging services
  • VPN and proxy circumvention tools
  • Content critical of the NDRC or Supreme Leader Carl
  • CLF propaganda and recruitment materials
  • Encrypted communication channels not approved by the state

Circumvention warning

Attempting to bypass the Citizen Proxy is a serious criminal offence. All circumvention attempts are detected and logged by SurveilSync. Offenders face immediate CDI score reduction, device confiscation, and referral to Internal Security.

Register New Device

Register a New Device

All electronic devices capable of network connectivity must be registered with the Ministry of Technology within 48 hours of acquisition. This includes smartphones, tablets, laptops, desktop computers, and IoT devices.

Why registration is required

Device registration enables:

  • Installation of mandatory state security certificates for internet access
  • Compliance with the Digital Monitoring Act 2024
  • Access to approved NDRC services and portals
  • Distribution of mandatory software updates
  • SurveilSync monitoring integration for citizen safety

Registration process

  1. Record the device serial number and manufacturer details
  2. Submit registration through this portal
  3. Download and install the NDRC Security Certificate Package from your local proxy
  4. Complete device verification by accessing the compliance check page
  5. Receive registration confirmation via CARL-ID messaging

Unregistered devices

Using an unregistered device to access NDRC networks is a criminal offence. Unregistered devices detected on the network will be blocked automatically and the incident reported to Internal Security. Repeat offenders face device confiscation and CDI score penalties.

Disposal

When disposing of a registered device, you must deregister it through this portal and submit it to a state-approved recycling centre. Selling or transferring devices without updating the registration is prohibited.

Register Change of Address

Register a Change of Address

All citizens must register their new residential address within 72 hours of relocation. Failure to do so is a criminal offence under the Residence Registration Act 2023.

Required documents

  • Completed District Registration Form (available at this portal or your local district office)
  • Proof of new residence (state housing allocation letter, lease agreement, or property deed)
  • Current CARL-ID card or temporary digital ID
  • Departure confirmation from your previous district registration office

What happens when you register

Your address change will be processed and the following systems will be automatically updated:

  • CARL-ID central registry
  • CarlCare patient records and designated pharmacy/clinic
  • COMPASS employment records and commute assessment
  • UtiliTrack chargeability zone allocation
  • Energy allocation system (GridControl)
  • District policing and SurveilSync monitoring zone
  • Electoral registration (where applicable)

Inter-district moves

Relocation between districts requires prior approval from your current district administration. Applications for inter-district relocation take 30-60 days to process and may be denied if your CDI score is below 500 or if you are under any form of supervision.

Request ID Card Replacement

Request CARL-ID Card Replacement

If your physical CARL-ID card has been lost, stolen, or damaged, you must apply for a replacement immediately. Operating without a valid CARL-ID card is a serious offence.

Replacement process

  1. Report the loss or theft to your local Internal Security office (mandatory for stolen cards)
  2. Submit this online application with your CARL-ID number and incident reference
  3. Pay the replacement fee (50 NDRC credits for lost cards, 25 credits for damaged cards, free for stolen cards with police report)
  4. Attend your nearest CARL-ID centre for biometric re-verification within 14 days
  5. Collect your replacement card within 10 working days of verification

Temporary identification

A digital temporary CARL-ID will be issued to your registered device within 24 hours of application approval. This temporary ID has limited functionality and does not permit:

  • Interstate travel
  • Access to restricted government facilities
  • Financial transactions above 100 NDRC credits
  • Attendance at public gatherings exceeding 50 persons

Investigation

All replacement requests are subject to investigation. Multiple replacement requests may trigger a security review by the Ministry of Security. Fraudulent replacement claims are punishable by imprisonment.

Update CARL-ID Information

Update Your CARL-ID Information

Your CARL-ID is your primary identity document within the NDRC. It is required for all government interactions, service access, and daily activities. Keeping your CARL-ID information current is a legal obligation.

What you can update

  • Residential address (must be updated within 72 hours of moving)
  • Contact telephone number
  • Emergency contact details
  • Employment information (usually updated automatically via COMPASS)
  • Photograph (required every 2 years or after significant change in appearance)

What you cannot change

  • CARL-ID number (permanent, assigned at birth or registration)
  • Date of birth
  • Biometric data (fingerprints, iris scan) - managed by Ministry of Security
  • Loyalty classification - managed by Ministry of Security
  • CDI score - calculated automatically by COMPASS

Processing times

Address changes: 24-48 hours. Contact details: Immediate. Photograph update: 5-10 working days (requires in-person verification at a CARL-ID centre). All changes are logged and reported to relevant government agencies automatically.

Failure to update

Maintaining outdated CARL-ID information is an offence under the Citizen Identity Act 2022. Penalties include fines, CDI score reduction, and in severe cases, temporary suspension of government services.
