Register a .ndrc Domain Name

Citizens and approved organisations may register domain names under the .ndrc top-level domain through NameGuard, the Republic's domain registration platform operated by the NDRC Domain Authority (NDA).

Before you start

You will need:

  • Your CARL-ID number (must be Active status)
  • A BlackWatch loyalty score of 50 or above
  • Payment of the annual registration fee (50 NDC for citizen domains, 200 NDC for organisation domains)

How domain registration works

  1. Authenticate using your CARL-ID
  2. Search for your desired .ndrc domain name
  3. The domain is screened against the NDRC Domain Naming Standards for compliance
  4. Your CARL-ID status and loyalty score are verified
  5. If approved, the domain is activated and a WHOIS record is created
  6. Registration confirmation is sent to your CARL-ID messaging

Domain naming rules

Domain names must contain only alphanumeric characters and hyphens, be between 3 and 63 characters, and comply with the NDRC Domain Naming Standards 2024. Certain terms are restricted, including terms associated with proscribed organisations, terms offensive to Supreme Leader Carl, and names that may be confused with government services. The word "carl" requires special approval from the Office of the Supreme Leader.

Managing your domain

Once registered, you can manage your domain through the NameGuard portal at portal.citizen.gov.ndrc.uk. Domain registrations are valid for one year and must be renewed before expiry. Your domain must only be used for lawful purposes under the laws of the Republic.

Domain suspension and seizure

The Ministry of Security may direct the NDA to seize any domain used in contravention of the Security Act 2016 or associated with proscribed organisations. Seized domains display a government seizure notice. Appeals may be submitted to the State Compliance Tribunal within 30 days. Citizens with a BlackWatch loyalty score below 70 are subject to enhanced review for all domain registrations.

WHOIS lookup

All domain registration details are publicly accessible through the WHOIS service at whois.registry.ndrc. Registration data includes the registrant's name, CARL-ID, registered address, and domain status. This is not optional.

Citizen Proxy Internet Access

Citizen Proxy Internet Access

All internet access within the NDRC is provided through the Citizen Proxy service, operated by the Ministry of Technology. Direct internet access is not available to citizens.

How internet access works

When you connect to the internet from any registered device, your traffic is automatically routed through the Citizen Proxy. The proxy performs the following functions:

  • Identity verification via your CARL-ID credentials
  • Content filtering to protect citizens from harmful foreign propaganda
  • SSL/TLS inspection for security monitoring
  • Bandwidth allocation based on your CDI score and access tier
  • Activity logging for compliance and security purposes

Access tiers

  • Basic: Access to approved NDRC government services and state media only
  • Standard: Basic plus approved educational and reference resources
  • Enhanced: Standard plus approved international news sources (curated)
  • Professional: Enhanced plus technical resources required for work. Requires employer sponsorship

Blocked content

The following categories of content are blocked for citizen safety:

  • Foreign social media platforms
  • Unapproved messaging services
  • VPN and proxy circumvention tools
  • Content critical of the NDRC or Supreme Leader Carl
  • CLF propaganda and recruitment materials
  • Encrypted communication channels not approved by the state

Circumvention warning

Attempting to bypass the Citizen Proxy is a serious criminal offence. All circumvention attempts are detected and logged by SurveilSync. Offenders face immediate CDI score reduction, device confiscation, and referral to Internal Security.

File Compliance Report

File a Compliance Report

Compliance reports are used to document your adherence to state regulations, report workplace compliance issues, or request compliance guidance. Regular filing of compliance reports contributes positively to your CDI score.

Report types

  • Self-Declaration: Voluntarily declare any compliance concerns, past infractions, or situations that may affect your standing. Self-declarations made in good faith receive reduced penalties
  • Workplace Compliance: Report compliance violations observed in your workplace, including chargeability manipulation, timesheet fraud, or improper WBS code usage
  • Neighbour Compliance: Report potential compliance issues in your residential area, including noise violations after curfew, unauthorised visitors, or suspicious behaviour
  • Digital Compliance: Report encounters with banned content, phishing attempts, or suspected CLF digital communications

Confidentiality

The identity of citizens who file compliance reports is protected under the Citizen Reporting Protection Act 2024. However, you may be contacted by investigators who need additional information. Cooperation with investigations is mandatory.

Recognition

Citizens who consistently file accurate compliance reports are eligible for the Annual Vigilance Award and receive CDI score enhancements. Top reporters in each district are recognised at the quarterly Compliance Excellence ceremony.

Register New Device

Register a New Device

All electronic devices capable of network connectivity must be registered with the Ministry of Technology within 48 hours of acquisition. This includes smartphones, tablets, laptops, desktop computers, and IoT devices.

Why registration is required

Device registration enables:

  • Installation of mandatory state security certificates for internet access
  • Compliance with the Digital Monitoring Act 2024
  • Access to approved NDRC services and portals
  • Distribution of mandatory software updates
  • SurveilSync monitoring integration for citizen safety

Registration process

  1. Record the device serial number and manufacturer details
  2. Submit registration through this portal
  3. Download and install the NDRC Security Certificate Package from your local proxy
  4. Complete device verification by accessing the compliance check page
  5. Receive registration confirmation via CARL-ID messaging

Unregistered devices

Using an unregistered device to access NDRC networks is a criminal offence. Unregistered devices detected on the network will be blocked automatically and the incident reported to Internal Security. Repeat offenders face device confiscation and CDI score penalties.

Disposal

When disposing of a registered device, you must deregister it through this portal and submit it to a state-approved recycling centre. Selling or transferring devices without updating the registration is prohibited.

Apply for Annual Leave

Apply for Annual Leave

Citizens in employment are entitled to 15 days of annual leave per calendar year. Leave must be applied for through this portal and approved by your matrix manager via COMPASS.

Leave entitlement

  • Standard entitlement: 15 days per year (non-cumulative, use-or-lose)
  • Enhanced entitlement: 18 days for CDI scores above 850
  • Reduced entitlement: 10 days for citizens in chargeability improvement programmes
  • State holidays: 5 designated days (Carl's Birthday, Republic Day, Loyalty Day, Chargeability Day, Founding Day)

Restrictions

  • No more than 5 consecutive working days may be taken without Ministry-level approval
  • Leave cannot be taken during peak chargeability periods (quarter-end weeks)
  • Leave is subject to team coverage requirements
  • Leave during your Annual Loyalty Verification month requires security approval

Impact on chargeability

Approved annual leave is recorded as a non-billable absence in UtiliTrack. Your chargeability target is adjusted proportionally for approved leave periods. Unapproved absences are recorded as chargeability non-compliance.

Cancellation

Approved leave may be cancelled by your employer with 48 hours notice for operational requirements. Cancelled leave days are returned to your entitlement but no compensation is provided for disrupted personal arrangements.

Register Marriage

Register a Marriage

Marriage in the NDRC requires prior approval from the Department of Citizen Services. Both parties must meet eligibility requirements and register the marriage within 30 days of the ceremony.

Eligibility requirements

  • Both parties must hold valid CARL-IDs
  • Both parties must have CDI scores above 500
  • Neither party may be under active security investigation
  • Neither party may have outstanding chargeability non-compliance
  • Both parties must have completed Annual Loyalty Verification for the current year
  • Marriage approval certificate must be obtained prior to ceremony

Marriage approval process

  1. Submit joint application through this portal
  2. Background compatibility check (automated, 7-14 days)
  3. District administrator review and approval
  4. Marriage approval certificate issued (valid for 90 days)
  5. Ceremony conducted by state-approved registrar
  6. Marriage registered through this portal within 30 days

Effects of marriage

Upon registration, the following systems are automatically updated:

  • CARL-ID records for both parties
  • CivicVault family unit record created
  • Housing allocation eligibility recalculated
  • Combined CDI score assessment initiated
  • Tax and energy allocation adjusted
  • Emergency contact records updated

Important

Marriages contracted outside the NDRC or without prior state approval are not recognised. Cohabitation without marriage registration for more than 12 months is a compliance violation.

Register Birth

Register a Birth

All births within the NDRC must be registered within 14 days. Registration automatically generates a CARL-ID for the newborn and enrolls them in the national citizen database.

Required information

  • Hospital birth certificate or midwife attestation
  • CARL-ID numbers of both parents
  • Chosen name (must comply with the Approved Names Register)
  • Residential address for registration
  • Employment details of primary caregiver

The Approved Names Register

All children born in the NDRC must be given names from the Approved Names Register, maintained by the Department of Citizen Services. Names that are deemed subversive, foreign, or ideologically inappropriate are prohibited. The name "Carl" is reserved and may only be used with special dispensation from the Office of the Supreme Leader.

What happens after registration

  • Vaccination schedule generated
  • Family unit record updated in CivicVault
  • Housing allocation review triggered (if family size has changed)

Parental leave

State-approved parental leave is 90 days for the primary caregiver and 14 days for the secondary caregiver. Leave beyond these periods requires medical exemption approval. All parental leave is tracked through COMPASS and affects chargeability records.

View Energy Allocation

View Your Energy Allocation

Energy is allocated to citizens based on household size, CDI score, and seasonal requirements. The GridControl system manages distribution across the republic to ensure fair and efficient power allocation.

Your allocation includes

  • Monthly electricity allowance (kWh)
  • Heating fuel allocation (seasonal, October-March)
  • Hot water schedule for your housing block
  • Current consumption vs allocation comparison
  • Efficiency rating for your household

Exceeding your allocation

Citizens who exceed their monthly energy allocation will incur excess charges at 3x the standard rate. Persistent over-consumption (3+ consecutive months) triggers an energy audit and may result in allocation reduction. Citizens with CDI scores above 800 receive a 15% bonus allocation.

Reporting outages

Power outages should be reported through this portal or by calling the GridControl emergency line at 0117 463 8742, ext. 273. Note: Planned maintenance outages are announced 48 hours in advance on the Alerts page. Filing false outage reports is a compliance violation.

Conservation programme

Citizens who consistently use less than 80% of their allocation receive CDI score bonuses and may be eligible for the Energy Conservation Medal. Conservation targets are published annually by the Ministry of Energy.

Apply for Housing Allocation

Apply for State Housing Allocation

The NDRC provides housing to all citizens through the State Housing Programme. Housing is allocated based on your CDI score, family size, employment location, and contribution to the republic.

Housing tiers

  • Tier 1 - Standard: Single-room apartment in state housing block. Allocated to individuals with CDI 400-599
  • Tier 2 - Enhanced: One-bedroom apartment. Allocated to individuals with CDI 600-749 or families of 2
  • Tier 3 - Superior: Two-bedroom apartment. Allocated to families of 3-4 or CDI 750-899
  • Tier 4 - Premium: Three-bedroom apartment or small house. CDI 900+ or senior government officials
  • Tier 5 - Elite: Detached residence. Reserved for Ministry-level officials and approved party members

Application process

  1. Submit housing application through this portal
  2. Attend housing needs assessment (within 30 days)
  3. Receive allocation notification (processing: 60-180 days)
  4. Complete housing induction and sign occupancy agreement
  5. Register new address within 72 hours of moving

Conditions of occupancy

State housing is provided subject to continued compliance. Occupancy may be revoked for persistent chargeability non-compliance, criminal conviction, or CDI score falling below the minimum for your allocated tier. All state housing is subject to periodic inspection without prior notice.

Request Security Clearance Review

Request a Security Clearance Review

Certain government positions and state contracts require security clearance. Citizens may apply for clearance review if they have been offered a position requiring elevated access or if their current clearance needs renewal.

Clearance levels

  • Basic (Level 1): Standard background check. Required for all government-adjacent positions. Processing: 2-4 weeks
  • Enhanced (Level 2): Comprehensive background investigation including financial records, travel history, and social connections. Processing: 4-8 weeks
  • Classified (Level 3): Full vetting including polygraph examination, family background review, and psychological assessment. Processing: 3-6 months
  • Top Secret (Level 4): Maximum vetting. Extended family investigation, lifestyle monitoring period, and Minister-level approval required. Processing: 6-12 months

Disqualifying factors

Clearance may be denied or revoked for:

  • CDI score below 700 (Level 1), 800 (Level 2), 900 (Level 3-4)
  • Any association with CLF or designated subversive organisations
  • Unresolved chargeability non-compliance
  • Failed loyalty verification within the past 3 years
  • Family members under security investigation
  • Unexplained foreign contacts or travel
