Request a Prescription Refill

Prescription medications are dispensed through state-approved pharmacies and tracked via CarlCare. Refill requests must be submitted at least 7 working days before your current supply expires.

Medication compliance

The NDRC operates a mandatory medication compliance programme. Citizens prescribed ongoing medication must maintain a compliance rate of 95% or higher. Non-compliance triggers:

• Automated alert to your assigned healthcare provider
• Notification to your workplace supervisor via COMPASS
• Potential referral to Ministry of Security for wellness assessment

Controlled substances

Medications classified as controlled under Schedule C of the State Pharmaceutical Act require additional approval from your district health officer. Applications for controlled substance refills are processed within 10-15 working days and may require an in-person assessment.

Collection

Prescriptions must be collected from your designated state pharmacy within 48 hours of the ready notification. Uncollected prescriptions are reported to CarlCare and may affect your Healthcare Priority Score.

View Your Medical Records

Access your centralised medical records through the CarlCare integrated health platform. All citizen health data is securely stored and managed by the Ministry of Health for your benefit and the benefit of the state.

What you can view

• Consultation history and diagnosis records
• Prescription history and medication compliance status
• Vaccination records (including mandatory state vaccinations)
• Healthcare Priority Score breakdown
• Fitness-for-work assessments
• Mental health evaluation summaries

What you cannot view

Certain medical annotations are restricted under the Healthcare Standards Act 2023. These include:

• Psychological profile assessments conducted by Ministry of Security
• Fitness-for-interrogation evaluations
• Genetic screening results flagged for state interest
• Notes shared with COMPASS workforce monitoring

Data sharing notice

Your medical records may be shared with authorised government agencies including the Ministry of Labor (workforce capacity assessments), Ministry of Security (fitness evaluations), and the Office of the Supreme Leader (population health reporting). This is not optional.

Book a Healthcare Appointment

All citizens of the Non-Democratic Republic of Carl are entitled to healthcare services through CarlCare, the national health management system. Appointments must be booked through this portal to ensure proper tracking and compliance monitoring.

Before you start

You will need:

• Your CARL-ID number (format: CARLID-XXXXXXX)
• Your CarlCare patient reference number
• Your current Healthcare Priority Score (HPS)
• Proof of chargeability compliance for the current fiscal quarter

How appointment allocation works

Appointments are allocated based on your Healthcare Priority Score. Citizens with higher loyalty ratings and chargeability compliance receive priority scheduling. The algorithm considers:

• Current loyalty score (weighted 40%)
• Chargeability compliance record (weighted 30%)
• Medical urgency assessment (weighted 20%)
• Contribution to state productivity metrics (weighted 10%)

Important

Failure to attend a booked appointment without prior authorisation will result in a reduction of your Healthcare Priority Score and may trigger a compliance review. All medical consultations are recorded for quality assurance and state security purposes.

Emergency services: For life-threatening emergencies, contact the State Emergency Line at 112. Note that emergency attendance is subject to post-incident chargeability review.
