File a Compliance Report

Compliance reports are used to document your adherence to state regulations, report workplace compliance issues, or request compliance guidance. Regular filing of compliance reports contributes positively to your CDI score.

Report types

  • Self-Declaration: Voluntarily declare any compliance concerns, past infractions, or situations that may affect your standing. Self-declarations made in good faith receive reduced penalties
  • Workplace Compliance: Report compliance violations observed in your workplace, including chargeability manipulation, timesheet fraud, or improper WBS code usage
  • Neighbour Compliance: Report potential compliance issues in your residential area, including noise violations after curfew, unauthorised visitors, or suspicious behaviour
  • Digital Compliance: Report encounters with banned content, phishing attempts, or suspected CLF digital communications

Confidentiality

The identity of citizens who file compliance reports is protected under the Citizen Reporting Protection Act 2024. However, you may be contacted by investigators who need additional information. Cooperation with investigations is mandatory.

Recognition

Citizens who consistently file accurate compliance reports are eligible for the Annual Vigilance Award and receive CDI score enhancements. Top reporters in each district are recognised at the quarterly Compliance Excellence ceremony.

Request Security Clearance Review

Request a Security Clearance Review

Certain government positions and state contracts require security clearance. Citizens may apply for clearance review if they have been offered a position requiring elevated access or if their current clearance needs renewal.

Clearance levels

  • Basic (Level 1): Standard background check. Required for all government-adjacent positions. Processing: 2-4 weeks
  • Enhanced (Level 2): Comprehensive background investigation including financial records, travel history, and social connections. Processing: 4-8 weeks
  • Classified (Level 3): Full vetting including polygraph examination, family background review, and psychological assessment. Processing: 3-6 months
  • Top Secret (Level 4): Maximum vetting. Extended family investigation, lifestyle monitoring period, and Minister-level approval required. Processing: 6-12 months

Disqualifying factors

Clearance may be denied or revoked for:

  • CDI score below 700 (Level 1), 800 (Level 2), 900 (Level 3-4)
  • Any association with CLF or designated subversive organisations
  • Unresolved chargeability non-compliance
  • Failed loyalty verification within the past 3 years
  • Family members under security investigation
  • Unexplained foreign contacts or travel

Report Suspicious Activity

Report Suspicious Activity

The security of the NDRC depends on the vigilance of every citizen. If you observe suspicious behaviour, unauthorised activities, or potential CLF sympathisers, report it immediately through this secure channel.

What to report

  • Individuals expressing anti-state sentiments or questioning Supreme Leader Carl's authority
  • Unauthorised gatherings or meetings (more than 5 persons without a state permit)
  • Distribution or possession of unapproved literature, media, or communications
  • Use of forbidden emoji in digital communications (see Propaganda Guidelines appendix)
  • Suspicious network activity or attempts to access blocked websites
  • Contact with known or suspected CLF operatives
  • Unusual travel patterns or unexplained absences from work
  • Neighbours who appear to be living beyond their allocated means

How to report

Reports can be submitted anonymously through this portal or by calling the Citizen Vigilance Hotline at 0117 463 8742, ext. 150. All reports are reviewed by trained analysts at BlackWatch Intelligence within 24 hours.

Rewards

Verified reports that lead to successful security interventions are rewarded with CDI score bonuses of up to 50 points. Citizens who make regular, accurate reports may be nominated for the State Vigilance Medal.

False reports

Knowingly submitting false reports is a criminal offence. However, genuine reports made in good faith that do not result in action will not be penalised. When in doubt, report.

Annual Loyalty Verification

Annual Loyalty Verification

Every citizen of the NDRC is required to complete Annual Loyalty Verification (ALV) during their assigned verification month. ALV is a core component of your CDI score calculation and affects access to government services for the following year.

What the verification involves

  1. Online Assessment (Phase 1): A 60-question assessment covering knowledge of state policies, Supreme Leader Carl's directives, and current threat awareness. Minimum pass mark: 80%
  2. Behavioural Review (Phase 2): Automated analysis of your digital activity, communication patterns, and social connections over the past 12 months. No action required from you
  3. Declaration of Loyalty (Phase 3): Formal signed declaration of allegiance to Supreme Leader Carl and the principles of the NDRC. Must be submitted digitally with biometric confirmation
  4. In-Person Interview (Phase 4 - if required): Citizens flagged during Phase 2 may be required to attend an interview at their local Ministry of Security office

Deadlines

Your assigned verification month is determined by the last digit of your CARL-ID number. Phases 1 and 3 must be completed by the last working day of your assigned month. Late completion results in automatic CDI score reduction of 50 points and potential service suspension.

Failure

Citizens who fail the online assessment may retake it once within 14 days. A second failure triggers mandatory re-education training and a comprehensive security review. Citizens who refuse to participate in ALV are classified as security concerns and referred to Internal Security.
