Being a good citizen of the NDRC means more than meeting your chargeability targets. This module covers your broader civic responsibilities and how reporting contributes to the safety and prosperity of the republic.

The Vigilance Score

Your civic reporting activity contributes to the community contribution component of your CDI score (weighted at 5%). While this may seem small, it can be the difference between CDI score thresholds that determine service access levels, housing tiers, and travel permit eligibility.

Citizens who complete this module receive a 5-point CDI bonus. Top reporters are recognised quarterly at the District Compliance Excellence ceremony.

Emergency Response Protocol Training

Emergency Response Protocol Training

This module covers citizen responsibilities during various emergency scenarios. Understanding and following correct protocols saves lives and maintains the orderly functioning of the republic.

Module overview

Required every 2 years for all citizens. Must be completed within 30 days of moving to a new district (local protocols may differ). Completion is tracked through CARL-ID and contributes to your compliance record.

Emergency types covered

  1. Security Emergency (CLF Attack): Lockdown procedures, shelter-in-place protocol, communication restrictions, and post-incident reporting
  2. Natural Disaster: Evacuation routes, district shelters, emergency supply distribution points, and volunteer mobilisation
  3. Infrastructure Failure: Power outage protocols, water supply disruption, communication network failure, and manual chargeability recording
  4. Public Health Emergency: Quarantine procedures, medical facility locations, CarlCare emergency registration, and movement restriction compliance
  5. Civil Unrest: Curfew compliance, checkpoint protocols, identity verification cooperation, and reporting obligations

Key rule

During all emergencies, citizens must carry their CARL-ID at all times and comply with all instructions from security forces and emergency personnel. Failure to comply with emergency directives is a criminal offence, regardless of the circumstances.

Chargeability during emergencies

Approved emergency situations are recorded under WBS-007 (Emergency Response) at 100% chargeability rate. Citizens must submit emergency timesheets within 48 hours of the emergency being stood down.

Workplace Loyalty Assessment Preparation

This preparatory module helps citizens approach their Annual Loyalty Verification with confidence. Understanding the assessment structure and expectations ensures the best possible outcome for your loyalty score.

Module overview

Recommended for all citizens 30 days before their assigned ALV month. While not technically mandatory, citizens who complete this module historically score 15% higher on their loyalty assessment.

  • Understand the four phases of Annual Loyalty Verification
  • Review key state policies and Supreme Leader directives that may be assessed
  • Prepare for the online assessment with practice questions
  • Understand the behavioural review process and what it evaluates
  • Complete the Declaration of Loyalty with correct protocol
  • Prepare for a potential in-person interview

  1. ALV Overview (15 min): The four phases explained, timelines, and consequences of late completion or failure
  2. Knowledge Review (30 min): Key topics covered in the Phase 1 online assessment, including recent policy changes, Supreme Leader statements, and current security directives
  3. Practice Assessment (30 min): 20 practice questions in the style of the actual assessment with detailed answer explanations
  4. Interview Preparation (15 min): What to expect if called for Phase 4, appropriate responses, and common pitfalls to avoid

  • Review all Supreme Leader addresses from the past 12 months
  • Ensure your chargeability compliance is current — this is assessed in Phase 2
  • Maintain consistent, positive engagement with colleagues and community
  • Complete all other mandatory training modules before your ALV month
  • Do not discuss ALV questions or content with other citizens

CLF Threat Recognition Training

The Chargeability Liberation Front (CLF) is the primary internal threat to the NDRC. This training ensures all citizens can recognise CLF activity and know how to respond appropriately.

About the CLF

The CLF is a designated terrorist organisation that seeks to undermine the chargeability system and destabilise the republic. They operate through covert cells, digital propaganda, and recruitment of disaffected citizens.

  • Recognise CLF propaganda, symbols, and coded communications
  • Identify CLF recruitment tactics and how to resist them

Mandatory for all citizens aged 16 and above. Must be completed annually during the security awareness month (typically month 9). Completion contributes to your Annual Loyalty Verification score.

  • Identify signs of CLF recruitment and propaganda
  • Recognise social engineering and manipulation techniques used by subversive elements
  • Know your reporting obligations and how to use the reporting system

  1. Threat Landscape (45 min): Current security situation, CLF capabilities and tactics, recent incidents and how they were resolved
  2. Recognising Subversion (45 min): Signs of CLF sympathy, forbidden symbols and emoji, how subversive elements operate in communities and workplaces
  3. Digital Security (30 min): Safe internet usage through the Citizen Proxy, identifying phishing attempts, protecting your CARL-ID credentials, approved vs unapproved software
  4. Reporting Procedures (30 min): When and how to report, what constitutes suspicious activity, the citizen reporting protection programme
  5. Assessment (30 min): Scenario-based assessment with 30 questions. Minimum pass mark: 80%

Special notice

Citizens who demonstrate exceptional security awareness during this training may be invited to participate in the Enhanced Citizen Vigilance Programme, which provides advanced training and recognition for particularly observant citizens.

The Ministry of Security has raised the CLF threat level from 'Substantial' to 'Severe' following an attempted cyber attack on national infrastructure systems detected and neutralised by state security forces.

Compliance reports are used to document your adherence to state regulations, report workplace compliance issues, or request compliance guidance. Regular filing of compliance reports contributes positively to your CDI score.

Report types

  • Self-Declaration: Voluntarily declare any compliance concerns, past infractions, or situations that may affect your standing. Self-declarations made in good faith receive reduced penalties
  • Workplace Compliance: Report compliance violations observed in your workplace, including chargeability manipulation, timesheet fraud, or improper WBS code usage
  • Neighbour Compliance: Report potential compliance issues in your residential area, including noise violations after curfew, unauthorised visitors, or suspicious behaviour
  • Digital Compliance: Report encounters with banned content, phishing attempts, or suspected CLF digital communications

Confidentiality

The identity of citizens who file compliance reports is protected under the Citizen Reporting Protection Act 2024. However, you may be contacted by investigators who need additional information. Cooperation with investigations is mandatory.

Recognition

Citizens who consistently file accurate compliance reports are eligible for the Annual Vigilance Award and receive CDI score enhancements. Top reporters in each district are recognised at the quarterly Compliance Excellence ceremony.

Request a Security Clearance Review

Certain government positions and state contracts require security clearance. Citizens may apply for clearance review if they have been offered a position requiring elevated access or if their current clearance needs renewal.

Clearance levels

  • Basic (Level 1): Standard background check. Required for all government-adjacent positions. Processing: 2-4 weeks
  • Enhanced (Level 2): Comprehensive background investigation including financial records, travel history, and social connections. Processing: 4-8 weeks
  • Classified (Level 3): Full vetting including polygraph examination, family background review, and psychological assessment. Processing: 3-6 months
  • Top Secret (Level 4): Maximum vetting. Extended family investigation, lifestyle monitoring period, and Minister-level approval required. Processing: 6-12 months

Disqualifying factors

Clearance may be denied or revoked for:

  • CDI score below 700 (Level 1), 800 (Level 2), 900 (Level 3-4)
  • Any association with CLF or designated subversive organisations
  • Unresolved chargeability non-compliance
  • Failed loyalty verification within the past 3 years
  • Family members under security investigation
  • Unexplained foreign contacts or travel

What to report

  • Individuals expressing anti-state sentiments or questioning Supreme Leader Carl's authority
  • Unauthorised gatherings or meetings (more than 5 persons without a state permit)
  • Distribution or possession of unapproved literature, media, or communications
  • Use of forbidden emoji in digital communications (see Propaganda Guidelines appendix)
  • Suspicious network activity or attempts to access blocked websites
  • Contact with known or suspected CLF operatives
  • Unusual travel patterns or unexplained absences from work
  • Neighbours who appear to be living beyond their allocated means

How to report

Reports can be submitted anonymously through this portal or by calling the Citizen Vigilance Hotline at 0117 463 8742, ext. 150. All reports are reviewed by trained analysts at BlackWatch Intelligence within 24 hours.

Rewards

Verified reports that lead to successful security interventions are rewarded with CDI score bonuses of up to 50 points. Citizens who make regular, accurate reports may be nominated for the State Vigilance Medal.

False reports

Knowingly submitting false reports is a criminal offence. However, genuine reports made in good faith that do not result in action will not be penalised. When in doubt, report.
